Many Surrey extensions don't need full planning permission

A large share of single-storey rear and side return extensions fall under permitted development rights, meaning full planning permission isn't required — provided the build stays within set size and height limits (generally up to 3m beyond the rear wall for a terraced or semi-detached home, up to 4m for a detached house, and no more than 4m in height for a single storey).

Surrey adds a few wrinkles. Much of the county lies within the Metropolitan Green Belt, the Surrey Hills AONB or a conservation area — and some streets are covered by Article 4 directions — all of which can remove or restrict permitted development rights and require a full application. In the Green Belt, extensions must not be "disproportionate" to the original house. Listed buildings always need consent, and two storey, side and wrap-around extensions are more likely to need a full application too.

And where you build on or near a shared boundary — common with Surrey's semis and terraces, and detached homes close to a boundary — the Party Wall etc. Act 1996 usually applies, meaning formal notice to, and agreement with, your neighbours before work begins. And whether or not full planning permission is needed, building control approval is required for every extension — signing off the structure, insulation, fire safety and drainage. District planning quirks, Green Belt & Article 4 directions

Planning is decided council by council, and Surrey's eleven district and borough councils — including Guildford, Waverley, Mole Valley, Elmbridge, Reigate & Banstead, Woking and Tandridge — each interpret policy differently. Some operate Article 4 directions that remove permitted development rights on specific streets or areas. Where an Article 4 applies, or where the property is in the Green Belt, even a modest single-storey rear extension may need a full planning application.

Surrey's historic towns and villages contain many conservation areas, and a significant number of homes are listed or sit within the Surrey Hills AONB. In these cases the council scrutinises materials, proportions, scale and detailing closely. Depending on the council, your project may need a skip permit or pavement licence for any materials or skips placed on the public highway, and a highways/footway agreement where work touches the pavement.
